Bitcoin's Formation - Breakout coming?!

Bitcoin is unable to make a higher high, resulting in a head and shoulders formation. the price is also unable to go past the 38.2 fib level of the prior move down which means that the buyers are not active enough, expecting the price to breakout downwards.
