The latest U.S. Republican debt-ceiling proposal includes "substantial" cuts to non-defense spending, job requirements, cuts to food aid, and other proposals rejected by Democrats, sources said. Democrats have rejected the Biden administration's proposals for prescription drug payment reform and cutting a dozen or more "tax loopholes."
