think NIO can get 28% higher up to its next resistance

Still I think NIO will rise.
OBV shows 5.2 B are have recently been purchased and remain within without much change.
This small decline is due to the fact that INO announced late Thursday that it plans to sell up to 60 million new American Depositary Shares (ADSs) in order to finance its new growing plans.
