If Biden wins- election will be contested due to mail-in voting fraud and riots will engulf everywhere until the situation gets under control.

Clarification: Pelosi cannot even let Trump accuse the Dems of strangling the deal and use that to his advantage to get the votes from the desperate people on the election day. Hence, they might announce an agreement has been reached to but no vote will take place until after the election, no money will be paid released before the election.
