Veolia meeting resistance at 21.0 , has pushed against this price for several days and is now ready to break through and go above 23,

At this time Veolia did not break for 23, unbeknownst to me they started into negotiations to buy their main rival SUEZ, this purchase is ongoing and at time of writing price has now reached 23
